You are looking at a used Rothfuss Tool Company combination Radius Dresser, Angle Dresser and Tool Holder.  This can be used to dress radiuses on grinding wheels on a surface grinder or other tool as well as dress angles on a surface grinding wheel.  It also has a attachment to clamp tool bits in or for various other operations that require angles.  The wheel is graduated in degrees and it has a vernier scale on it as well for more precise units.  It has slots where you can bolt it down to a table.  This is a very handy piece to put angles on pieces and also to grind and dress radiuses on wheels.  It also comes with the original box.
