Grinding Wheel Surface Dressing Tool Teeth Only No Handle 2 1/2" Diameter

looks like
Large Teeth for a grinding wheel dressing tool, but I'm not quite sure.
I picked these up at an estate sale of a former machinist, so could go to most anything.
It measures 2 1/2" in diameter and has 14 rows of 'teeth'.
Teeth rotate on an inner shaft but do not rotate independently.
BUT, the teeth do not rotate like on other dressing tools, so what could it be?
